Adopters extend bassclef with new skills but skip the taxonomy gate (skill, rule, hook, or luminary?) or the description-clarity gate. Skills ship with vague names, wrong classification, or descriptions that fail the live clarity check.

What it does
Reads your one-sentence intent. Classifies as skill / rule / hook / luminary. Drafts a description that passes the clarity gate before you write any content. Scaffolds the SKILL.md file with frontmatter and section stubs.
You fill in the procedure and refs. The scaffold + description do the parts that agents get wrong.

Why this phase: Meta-adoption skill — you extend the substrate itself. Design because a new skill often follows a decomposition and spec.
